State Representative Dickey Lee Hullinghorst (D-Boulder)
Representative Dickey Lee Hullinghorst is the representative for District 10 in Boulder, being first elected in 2008. She is the House Minority Whip, the ranking member on the House Finance Committee, and a member of the House Appropriations Committee.
Rep. Hullinghorst has been involved in public policy in Colorado for more than 35 years. She has served as a volunteer on many state and local boards and commissions, addressing important community and state issues. She has also served the Democratic Party in a variety of capacities, including Boulder County Democratic Party Chair. She was appointed by past Colorado governors to serve on the Colorado Mined Land Reclamation Board, the Metropolitan Water Roundtable, the Front Range Project Steering Committee, and served as Co-Chair of the Patterns of Development Committee and Open Space Task Force.
Rep. Hullinghorst was the Intergovernmental Relations Director for Boulder County for over 20 years. She has also served on numerous boards including EcoCycle, Plan Boulder County, the Boulder County Mental Health Center Board, and was a founding member and treasurer for Colorado Open Lands. Rep. Hullinghorst has won numerous awards, including the Environmental Protection Agency (EPA) Quality of Life Award for her role in passage of the Colorado Clean Air Act and Inspection and Maintenance legislation, the Denver Regional Council of Governments (DRCOG) Metro Vision First Place Award for her role in development of the Boulder County “Super IGA”, and the National Association of Counties (NACo) intergovernmental cooperation award for the “Super IGA”.
Rep. Hullinghorst is particularly proud of HB11-1212, which defines lean government principles as a continuous and rapid process improvement of state government that involves eliminating a department's nonvalue-added processes, providing feedback on process improvements that have the purpose of increasing a department's efficiency and effectiveness, and measuring the outcomes of such improvements. She has also proposed numerous bills calling for state and local government transparency and accountability for those who receive tax benefits from tax payers.
Rep. Hullinghorst has a BA in Sociology from the University of Wyoming, and has graduate level work in public policy/administration at the University of Colorado at Denver. She has been married to her husband Bob for over 46 years and together they have a daughter, Lara. They currently reside in Gunbarrel.
